The Senior Mandarin Business Analyst will support the monitoring and enforcement functions of the Interagency Center on Trade Implementation, Monitoring and Enforcement (ICTIME) within the Office of the U.S. Trade Representative by providing research and analysis using Chinese-language materials, specifically focusing on Chinese trade, economic, industrial, investment, and other related policies. The Senior Mandarin Business Analyst will support trade enforcement and related negotiations across sectors, product categories, regions, countries, companies, and corporate groupings.
The position is performed on-site and requires daily integration with government attorneys, analysts, and policy staff. Tasks shall be performed, with subject matter and assignments subject to change multiple times per day.
Ability to research and identify relevant information using Chinese-language sources, including Chinese laws, regulations, policies, and other written materials related to Chinese trade, economic, industrial, and investment policies.
Extensive knowledge of research sources and methodologies using Chinese websites.
Ability to organize and analyze relevant information obtained from Chinese-language sources.
Experience researching assigned subject matter using electronic and print resources, including Chinese-language materials.
Ability to summarize Mandarin language sources in English, both orally and in writing.
Ability to translate Chinese excerpts and documents into English accurately.
Experience drafting English-language memoranda and reports summarizing and/or analyzing research findings.
Experience assisting in gathering evidence for litigation and investigations.
Ability to provide expertise in business process and system analysis, design, improvement, and implementation, including translating business process needs into technical requirements.
Experience providing change management and training support.
Experience supporting organizational and strategic planning across a variety of technical and functional environments.
Experience developing professional deliverables using Microsoft Office Suite applications, including Word, Excel, and PowerPoint.
Ability to write clearly and effectively in English on complex subjects with minimal editing required.
Knowledge of the Harmonized Tariff Schedule of the United States (HTSUS).
Extensive and advanced knowledge of the written Mandarin language.
Extensive knowledge of Chinese-language research sources and research methodologies.
Must posses a B.A. or B.S. degree in business, engineering or a related field.
