Overview

The Procurement Specialist II performs professional-level pre-award and post-award contracting activities in support of federal acquisition programs. This role independently analyzes requirements, develops solicitation documentation, conducts negotiations, and administers contract actions in compliance with the Federal Acquisition Regulation (FAR) and related statutes. The position supports procurement planning, contract execution, and performance monitoring to ensure timely and compliant acquisition outcomes.

Responsibilities

Pre-Award Activities

  • Analyze procurement requirements and conduct acquisition planning.

  • Perform market research and recommend acquisition strategies.

  • Recommend revisions to Statements of Work (SOW) and technical specifications.

  • Determine appropriate contract types and procurement approaches.

  • Develop solicitations and associated procurement documentation.

  • Prepare negotiation memoranda, Determinations and Findings (D&Fs), and Justifications and Approvals (J&As).

  • Establish acquisition milestones and procurement schedules.

Post-Award Activities

  • Conduct post-award contract administration activities.

  • Coordinate with contractors to ensure full understanding of contract terms and performance expectations.

  • Process contract modifications and address performance or compliance issues.

  • Support resolution of issues related to non-compliance.

Analytical & Performance Support

  • Apply knowledge of the Federal Acquisition Regulation (FAR), socio-economic statutes, and specialized contracting methodologies.

  • Support Strategic Sourcing initiatives and Delivery Order / Task Order contracting.

  • Develop, implement, and analyze procurement data for planning and performance measurement systems.

  • Analyze procurement performance against established indicators and goals.

  • Identify trends and recommend process improvements.

Qualifications

  • Four (4) or more years of experience in federal contracting or acquisition roles.

  • Demonstrated experience performing both pre-award and post-award contracting activities.

  • Strong knowledge of FAR and federal procurement regulations.

  • Experience developing solicitations and negotiation documentation.

  • Familiarity with socio-economic procurement requirements.

  • Experience analyzing procurement data and performance metrics.

  • Strong analytical and organizational skills.

  • Excellent written and verbal communication abilities.

  • Ability to manage multiple acquisition actions in a deadline-driven environment.

Education

  • Bachelor’s Degree (BS/BA) in Business, Acquisition Management, Public Administration, Finance, or related field required;
    OR equivalent combination of education and relevant experience.

  • DAWIA or FAC-C Level II certification in Contracting required or commensurate.
