Overview

The Project Manager / Senior Analyst will serve as Key Personnel, providing leadership, oversight, and quality assurance for all work performed under this contract. This role requires balancing program/project management leadership with direct analytical support to DHS acquisition oversight activities. The individual will serve as the primary point of contact with Government stakeholders while also producing high-quality deliverables to inform senior-level decision-making.

Background

Ardent Eagle Solutions (AES) is seeking an experienced Project Manager / Senior Analyst to support the Department of Homeland Security (DHS) Office of Program Accountability and Risk Management (PARM). PARM leads the DHS acquisition program management enterprise, ensuring programs deliver mission-driven capabilities effectively and efficiently.

Responsibilities

  1. Serve as the Project Manager and Key Personnel for the PARM support task order.
  2. Assign, monitor, and evaluate work performed by team members to ensure compliance with contract requirements and quality standards.
  3. Provide leadership, direction, administration, and quality assurance over contractor staff.
  4. Support acquisition program oversight, including review of program documentation, analysis of cost/schedule/performance, and risk assessments.
  5. Coordinate with Government stakeholders and the Contracting Officer’s Representative (COR) to address performance concerns and ensure customer satisfaction.
  6. Review and approve deliverables, ensuring they meet DHS standards for clarity, accuracy, and professionalism.
  7. Provide training and guidance to contractor personnel as needed.
  8. Perform direct analytical work to support PARM mission requirements (estimated 75% of role).
  9. Ensure timely, accurate, and actionable recommendations in reports, memoranda, white papers, and executive briefings.
  10. Respond to Government requests for technical problem resolution within four (4) hours during normal business hours.

Qualifications

  1. Minimum 8 years of experience overseeing cost, schedule, and performance requirements of a major acquisition program or project.
  2. Demonstrated experience supervising personnel and managing program-level activities.
  3. Strong background in acquisition program management and oversight.
  4. Excellent oral and written communication skills, with the ability to produce executive-ready deliverables.
  5. Advanced proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Project, Visio, Teams).
  6. Strong analytical and critical-thinking skills, with the ability to synthesize data and provide actionable recommendations.
  7. U.S. Citizenship (required by DHS; exceptions require DHS approval).
  8. Ability to obtain and maintain DHS suitability clearance (Public Trust).

Education

Bachelor’s degree in Business Administration, Management, or related field (required).

Certification(s)

Project Management Institute (PMI) Project Management Professional (PMP) Certification (required).
