The Procurement Specialist II will provide acquisition and contract support to the Institute for Telecommunication Sciences (ITS), preparing procurement documentation, conducting market research, assisting with contract administration, and ensuring compliance with federal policies and Section 508 requirements.
The Institute for Telecommunication Sciences (ITS) provides research and development support for the National Telecommunications and Information Administration (NTIA) by performing basic research in radio science that provides the technical foundation for NTIA’s policy development and spectrum management activities, as well as solves telecommunications challenges for other Federal agencies, state and local Governments, private corporations and associations, and international organizations. Additionally, ITS addresses emerging telecommunications, information technology, and security challenges and contributes to the creation of telecommunications standards that support the full and fair competitiveness of the U.S. communications and information technology business sectors.
Since ITS performs applied telecommunication research, often does the research need to be presented to stakeholders in a variety of formats such as peer-reviewed publications, sponsor reports, and presentations to government and non-government groups.
Prepare and review a variety of procurement documents including Statements of Work (SOW), Independent Government Cost Estimates (IGCEs), Purchase Requests (PRs), Section 508 documentation, and other acquisition-related forms.
Conduct thorough market research using tools such as GSA CALC and OASIS PET, and obtain vendor estimates to support IGCE development.
Support contract administration tasks including contract modifications, CPAR completion, and documentation for awards.
Ensure accurate and timely updates to ITS procurement process documentation and internal policies.
Track and communicate relevant changes to federal acquisition regulations (FAR), GSA vehicles, and other procurement platforms; deliver quarterly updates to ITS staff.
Maintain knowledge of Commerce Strategic Sourcing, GSA Schedules, GWACs, and other agency-specific acquisition tools.
Ensure all documentation meets accuracy standards and federal acquisition regulation compliance, including proper inclusion of Section 508 language.
6 years of related experience
Experience preparing procurement documents for federal agencies, including IGCEs, PRs, and SOWs.
Familiarity with the Federal Acquisition Regulation (FAR) and federal procurement processes.
Strong research and analytical skills, with experience conducting and documenting market research.
Ability to work collaboratively with Contracting Officer Representatives (CORs), Technical Points of Contact (TPOCs), and other stakeholders.
Knowledge of Section 508 compliance requirements as they relate to federal acquisitions.
Strong attention to detail, written communication skills, and documentation accuracy.
Previous experience supporting contract administration for government programs is highly preferred.
Bachelor’s degree in Business Administration, Public Administration, Acquisition and Contract Management, or a related field is required.
A Master’s degree or relevant certifications (e.g., FAC-C, DAWIA, or NCMA certifications) are a plus.
Location:
On-site in Boulder, CO at the Institute for Telecommunication Sciences (ITS).
Remote or hybrid work is not permitted for this position.
Work Hours:
Full-time (40 hours/week), Monday through Friday, during standard business hours.
Occasional extended hours may be required to meet project deadlines.
Certifications such as FAC-C Level I/II, CFCM, or DAWIA are highly desirable.
Familiarity with Section 508 and/or accessibility compliance is preferred.
Compensation:
The salary range for this position is $80,000 to $100,000 annually. Final compensation will be determined based on factors such as relevant experience, qualifications, and geographic location.
