Overview

This role provides high-level editorial support to the Institute for Telecommunication Sciences, ensuring the quality and accessibility of technical publications and public-facing materials, while serving as a key resource for writing, formatting, and document management across the organization.

Background

The Institute for Telecommunication Sciences (ITS) is the research and engineering arm of the National Telecommunications and Information Administration (NTIA). ITS supports NTIA’s mission by conducting foundational research in radio science and applied telecommunications, helping to inform national spectrum policy and management. In addition to supporting NTIA, ITS provides technical expertise to other federal agencies, state and local governments, private industry, and international organizations.

 

ITS also tackles emerging challenges in telecommunications, information technology, and cybersecurity. The institute contributes to the development of telecommunications standards that promote fair competition and innovation within the U.S. communications and IT sectors.

 

As a research-driven organization, ITS regularly shares its findings through peer-reviewed publications, sponsor reports, and presentations to both governmental and non-governmental stakeholders.

Responsibilities

  1. Provide professional editing support for technical papers, reports, and manuscripts, ensuring clarity, grammatical accuracy, adherence to style guides, and compliance with applicable templates.
  2. Perform developmental editing, copyediting, line editing, and proofreading for technical documents intended for publication (e.g., IEEE journals).
  3. Track and manage editorial workflows, maintain records of publication status, and serve as Secretary of the ITS Editorial Review Board.
  4. Draft and edit content for ITS websites, social media, and other public-facing platforms, ensuring accessibility and clarity for non-technical audiences.
  5. Ensure all public-facing materials (including Word, PDF, and web content) comply with Section 508 and WCAG 2.0 accessibility standards.
  6. Maintain ITS’s technical report archives and ensure metadata accuracy in the indexing database.
  7. Create and revise document and presentation templates in Microsoft Word and PowerPoint; provide training and technical support to staff on template usage.
  8. Assist in the creation and editing of presentations, graphics, and event collateral; support conference preparation and on-site event needs as assigned.
  9. Support the development and maintenance of internal policies, procedures, and editorial style guides.

Qualifications

Minimum of 4 Years of experience editing complex technical documents for clarity, structure, and consistency.

  1. Strong knowledge of editorial best practices, including developmental editing and copyediting.
  2. Familiarity with style guides (e.g., APA, Chicago, IEEE, or GPO) and government publishing standards.
  3. Excellent written and verbal communication skills with a strong attention to detail.
  4. Experience drafting and formatting content for public websites and social media platforms.
  5. Ability to manage multiple projects and deadlines while maintaining quality standards.
  6. Customer service-oriented mindset and ability to collaborate with subject matter experts and senior leadership.

Education

  • Bachelor’s degree in English, Communications, Journalism, Technical Writing, or a related field is required.

  • A Master’s degree or additional coursework in technical communication, library science, or information design is a plus.

Work Location: 

  • On-site in Boulder, CO at the Institute for Telecommunication Sciences (ITS).

  • Occasional remote work or off-site event support may be required, as determined by the project lead.

Work Hours

  • Full-time (40 hours per week), standard business hours (Monday–Friday).

  • Occasional extended hours or on-site event support may be required based on project needs.

Certification(s)

  • Section 508 compliance and WCAG 2.0 familiarity is required; formal certification is preferred.

  • Certification in technical writing, editing, or accessibility (e.g., CPACC, IAAP, AMWA) is a plus.

Benefits and EEO

Compensation:
The salary range for this position is $65,000 to $70,000 annually. Final compensation will be determined based on factors such as relevant experience, qualifications, and geographic location.
