Overview

This role supports a critical initiative to improve data accuracy within the Department’s personnel security system, SecurityManager®. You’ll be part of a project aimed at fixing significant data issues that were identified during a recent system review. SecurityManager® is used by all Department offices (except the USPTO), and soon the Census Bureau as well, to manage background investigations, track personal history, and document adjudication decisions. Ensuring clean, accurate data is essential for making informed security decisions, identifying insider threats, and staying compliant with federal standards. Your work will help restore confidence in the system and ensure it continues to serve as the trusted source for personnel security information across the Department.

Background

This position supports both the Office of the Chief Information Officer (OCIO) and the Office of Security, Insider Threat, and Continuity (OSIRC) at the U.S. Department of Commerce, headquartered in the Herbert Clark Hoover Building in Washington, D.C.

  • OCIO ensures that all Department programs use information technology effectively and efficiently. They lead efforts to adopt cutting-edge technologies that help improve services and reduce costs across the Department.

  • OSIRC is responsible for the Department’s overall security, emergency preparedness, and continuity programs. This includes developing and overseeing policies for physical, personnel, and information security, as well as emergency operations and risk management. OSIRC also ensures the Department aligns with government-wide security initiatives.

Together, these offices maintain a secure environment where both government employees and the public can operate with confidence.

A key tool in this effort is SecurityManager®, a suite of enterprise applications used to manage personnel and information security processes across the Department. It helps automate workflows, centralize data, and support areas such as Personnel Security (PERSEC), Information Security (INFOSEC), and Foreign National Visitors (FNV).

SecurityManager® is developed and maintained by THE CENTECH GROUP, Inc., and it operates in a secure environment within the Herbert C. Hoover Building. The tool also supports compliance with federal mandates like Executive Orders 10450, 12958 (as amended), and 12968, which set standards for classified information and government employment security.

Responsibilities

The selected individual will play a key role in supporting the Department’s efforts to improve data integrity within the SecurityManager® system. Primary responsibilities include:

  • Audit and clean approximately 150,000 SecurityManager® records over the course of the contract.

  • Identify and remove duplicate entries; update outdated or incorrect status records.

  • Coordinate with system owners (e.g., Office of Human Resources, Office of Acquisition Management, and PIV Card Management) to verify data related to employment, background investigations, clearances, and offboarding.

  • Support accurate reporting and enforce data governance standards across systems.

  • Exercise independent judgment and analytical skills to solve complex technical, administrative, and managerial issues.

  • Provide management and technical direction to team members and program stakeholders.

  • Maintain regular communication with internal leadership and Department personnel to ensure alignment with contract objectives.

  • Ensure all deliverables and activities comply with contractual requirements and support long-term system accountability.

  • Proactively support the identification of future needs or risks related to SecurityManager® data integrity.

Qualifications

  • Approximately 4 years of relevant experience, including at least 1 year in a supervisory or team lead capacity.

  • Familiarity with personnel security systems and federal security policies is necessary.
  • Strong organizational and problem-solving skills, with the ability to work independently and handle complex challenges.
  • Demonstrated experience in data auditing, cleanup, or systems integrity work—ideally within a federal, security, or enterprise system environment.

  • Experience coordinating across departments and with external system owners or stakeholders.

  • Ability to develop and maintain documentation, plans, and progress reports to inform leadership and customers.

  • Excellent communication skills and attention to detail.

Education

B.S. in an associated discipline (or equivalent).

Please note: This position requires your physical presence on-site at the HCHB. Telework is not authorized as a regular part of this role. In limited circumstances, remote work may be temporarily authorized by the Contracting Officer’s Representative (COR), Alternate COR (ACOR), or Government Task Manager (GTM) on a case-by-case basis.

 

Work Hours:

The standard work schedule is Monday through Friday, from 8:00 AM to 4:30 PM (ET), excluding federal holidays or when the facility is closed due to emergencies (e.g., inclement weather, public transportation disruptions, or administrative closings).
