Overview

To support the Enforcement & Compliance (E&C) team in managing a record-high volume of AD/CVD cases, easing workload demands and creating a potential pipeline for future full-time analysts.

 

Position Overview: 

 

The Budget & Financial Analyst IV supports budget formulation, execution, and financial reporting for federal programs, ensuring compliance with government accounting principles and multi-year appropriations management. This senior-level role requires expert knowledge of federal financial systems, strong analytical skills, and the ability to prepare and present complex budget documentation and analyses to senior leadership. The Analyst plays a key role in integrating automated financial solutions and advising on activity-based costing, business case analyses, and outsourcing considerations to support effective financial management.

Background

The Enforcement and Compliance (E&C) unit within the International Trade Administration (ITA) at the Department of Commerce plays a critical role in promoting fair trade and supporting U.S. commercial competitiveness. E&C enforces U.S. Trade Remedy Laws to counteract the harmful effects of unfair foreign trade practices. Through antidumping (AD) and countervailing duty (CVD) cases, E&C helps ensure U.S. firms and workers can compete on a level playing field both domestically and globally.

Responsibilities

  1. Support budget formulation and execution activities, ensuring timely and accurate financial management.

  2. Prepare regular and special budget reports, and analyze monthly budgeting and accounting reports to maintain expenditure controls.

  3. Ensure compliance with federal financial and accounting systems requirements, including multi-year and no-year appropriations, and different types of funding such as O&M and Procurement.

  4. Assess financial management products and procedures for adherence to government standards and accounting principles.

  5. Analyze and understand interrelationships between financial management requirements and automated systems; support system integration efforts.

  6. Prepare milestone documentation, presentations, and briefing materials for senior managers, program managers, and external stakeholders.

  7. Present financial material to clients or prepare others to do so, ensuring clear and effective communication of budget status and issues.

  8. Apply expertise in activity-based costing, business case analysis, and outsourcing to inform financial decisions.

  9. Collaborate with financial management professionals and program stakeholders to meet customer requirements within specified timeframes.

Qualifications

  1. Approximately 8 years of experience in budget formulation, financial analysis, or related fields.

  2. Thorough knowledge of federal financial and accounting systems and requirements.

  3. Experience managing multi-year, no-year, and various appropriations (e.g., O&M, Procurement).

  4. Strong analytical skills with the ability to interpret complex budget and accounting data.

  5. Demonstrated ability to prepare and present financial documentation and briefings to senior leadership.

  6. Familiarity with activity-based costing, business case analysis, and outsourcing methodologies.

  7. Excellent written and verbal communication skills.

  8. Ability to work effectively within teams and independently under general supervision.

Education

Bachelor’s degree in Business, Management, Finance, Accounting, or a related field (or equivalent experience).

Certification(s)

Certifications are not required; however, candidates holding the following credentials will receive special consideration:

  • Certified Government Financial Manager (CGFM)

  • Certified Public Accountant (CPA)

  • Certified Management Accountant (CMA)

  • Project Management Professional (PMP)

Work Location Requirements:

While this position is 100% remote, candidates must reside in the Washington, D.C., Maryland, or Northern Virginia (DMV) area and be available to report onsite at the Department of Commerce when given appropriate notice.

 

Special consideration may be granted on a case-by-case basis to candidates who are uniquely and highly qualified but reside outside the DMV area.

 

Please note: Free or subsidized parking is not available to contractors under any circumstances. Candidates are responsible for their own transportation and any associated costs when reporting onsite.

 

Work Hours:

 

Work under this task order will be conducted Monday through Friday during normal business hours, excluding Federal holidays and periods when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed closures.

 

Overtime is not anticipated but may be required based on the needs of the Enforcement & Compliance (E&C) unit. All overtime must be pre-approved in writing by the Contracting Officer and will only be authorized for specific situations where statutory deadlines cannot be met through regular work hours.
