Overview

The Senior/Lead Analyst (Team Lead) will provide expert-level analytical, regulatory, and leadership support to the Department of Homeland Security’s Export Controls Group (ECG). This position is responsible for overseeing contractor team activities, ensuring compliance with U.S. export control laws and regulations, and serving as a liaison to federal leadership. The role requires deep subject matter expertise, sound judgment, and the ability to translate complex legal and regulatory requirements into actionable guidance that supports the DHS Science & Technology Directorate’s mission.

Background

Ardent Eagle Solutions is seeking a Senior/Lead Analyst (Team Lead) to support the Department of Homeland Security (DHS) Science & Technology Directorate’s Export Controls Group (ECG). This role is critical to ensuring DHS compliance with U.S. export control laws and regulations, including EAR, ITAR, OFAC, and others. As the ECG Team Lead, you will guide a team of subject matter experts, interface closely with federal leadership, and serve as a key contributor to regulatory and technical reviews of export-controlled programs, technologies, and transactions.

 

This is a Key Personnel position, requiring a minimum of 10 years of specialized experience. You will act as the primary point of contact for all contractor activities related to ECG support and will ensure continuity of leadership by designating a qualified alternate in your absence.

Responsibilities

  • Serve as the ECG Team Lead, providing expert analysis, guidance, and coordination in support of DHS’s export control compliance program.

  • Interpret and clearly communicate complex export control regulations in layman's terms for technical and non-technical stakeholders.

  • Supervise and guide a team of analysts supporting DHS export control reviews, outreach, and compliance documentation.

  • Support the development and revision of DHS directives, policies, and guidance related to export controls.

  • Assist in identifying DHS programs and activities subject to export control laws and ensure proper documentation is in place.

  • Conduct compliance assessments of selected DHS programs, technologies, and transactions.

  • Maintain and support export control compliance databases and associated records.

  • Lead outreach and education efforts to inform DHS staff and program managers of their responsibilities under U.S. export control laws.

  • Represent DHS in interagency meetings related to export controls, providing regulatory and technical expertise.

  • Provide surge support on CFIUS transactions involving homeland security-relevant technologies, requiring TS/SCI-level work.

Qualifications

Minimum Qualifications:

  • 10+ years of experience in export control compliance, including analysis and explanation of EAR, ITAR, OFAC, and multilateral regimes.

  • Demonstrated experience leading teams in a federal contracting environment.

  • Proven ability to translate complex legal and regulatory information into accessible guidance for operational teams.

  • Excellent written and verbal communication skills; fluency in English required.

  • Active Top Secret clearance with SCI eligibility; TS/SCI required.

  • Experience supporting or working within DHS or similar federal agency environments is highly desirable.

Preferred Qualifications:

  • Knowledge of CFIUS review processes and experience with emerging and foundational technology assessments.

  • Familiarity with DHS’s Science & Technology Directorate or similar mission spaces.

  • Experience developing or maintaining compliance documentation and databases.

Education

Master’s degree in a related field such as International Affairs, Public Policy, National Security, Law, or a similar discipline required; a combination of education and equivalent experience may be considered.

Certification(s)

Relevant certifications such as CECO, CUSECO, CISSP, or SFPC are highly desirable.
