Overview

As a Performance Business Analyst, you will support the Performance Team’s development of reports for the Public, Department Leadership, and the OMB. The analyst is expected to proactively identify opportunities for improvement, develop plans for corrective action, and take appropriate corrective action. This position will bring analytical rigor and serve as an internal consultant who tackles challenging and evolving problems. The position will collaborate with multi-disciplinary teams and support process improvement projects with project design and project management skills, data collection, and analysis, and by compiling reports and presentations on findings. This work will include benchmarking, process streamlining analysis, analysis of alternative actions and policies, synthesizing and refining recommendations, and writing summary reports for executive-level decision makers.

Background

This position is located within the Office of the Secretary (CFO/ASA). The Commerce Performance Team supports the Department's top political and career executives to mature the Department's integrated, systems-based Performance Management Framework. Our team works directly with all Departmental bureaus and offices to improve program results, agility, and customer service. We lead the management and execution of requirements in the GPRA Modernization Act and White House Office of Management and Budget (OMB) Circular A-11, PREPARATION, SUBMISSION, AND EXECUTION OF THE BUDGET (Part 6, The Federal Performance Framework for Improving Program and Service Delivery) to include organizational strategic planning, annual assessment of organizational strategic objectives, annual reporting of organization performance and progress, and quarterly assessment of high-priority initiatives. We also directly support the Department’s top executive leadership with ad hoc process improvement projects.

Responsibilities

  1. Design, develop, implement, and manage performance metric data and workflow processes across databases, knowledge management systems, and data visualization platforms using a hands-on, individual contributor approach (no supervisory responsibilities).

  2. Utilize off-the-shelf configuration tools and wizards to build, refine, and automate data collection, storage, and visualization processes using technologies such as SQL, Microsoft Power BI, Power Apps, SharePoint, Excel, PowerPoint, and CoPilot.

  3. Leverage data sources including Excel spreadsheets, SharePoint lists, flat files, and APIs to support the development and maintenance of new systems that monitor internal operations and Working Capital Fund performance.

  4. Analyze data and provide project management and administrative support for performance management presentations, training sessions, review meetings, coordination meetings, and written reports.

  5. Respond to ad hoc user requests and support general office needs, including equipment and supply acquisition.

  6. Support the design, analysis, and documentation of organizational improvement initiatives, including enhancements to structure, processes, customer experience, forms, administrative systems, and websites.

  7. Develop and maintain systems to ensure fast access to documented decisions and processes.

  8. Provide analytical, technical, and project management support for high-level deliverables including the Department Strategic Plan (2026–2030), Annual Financial Reports, Annual Performance Plans and Reports, Strategic Reviews, Cross-Agency Priority Goals, Agency Priority Goals, Organizational Assessments, High-Impact Service Provider efforts, and customer experience initiatives.

Qualifications

  1. Approximately 7 or more years of experience with business process improvement analysis, performance data analysis, knowledge management, as well as experience in a fast-paced environment that demands highly proactive, team-player behavior.
  2. Familiarity with conducting and supporting process improvement, program improvement, or similar management consulting engagements including defining the scope/workplan, developing the analytical methodologies, conducting data gathering and analyses, synthesizing findings, and developing and presenting recommendations to clients that will help an organization implement innovative, feasible strategies that result in increased efficiency and effectiveness, improved customer services, and/or achievement of other management objectives.
  3. Must have high level proficiency with the full Microsoft Office 365 Suite including SharePoint, PowerPoint, and Excel with the ability to use databases and business analytics software efficiently and effectively.
  4. Must have high level proficiency with Power Apps (Power BI, Power Automate/Power Flow).
  5. Must have experience and proficiency with SQL.
  6. Must have excellent business writing and communication skills.
  7. Prior consulting experience is a major plus.

Education

  • Bachelor's Degree or Equivalent

  • Remote/telework may be authorized by the Task Manager (TM) on a case-by-case basis. When teleworking, the contractor must adhere to DOC teleworking policies.

Business is conducted Monday through Friday during normal business hours except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
