Overview

To support the Enforcement & Compliance (E&C) team in managing a record-high volume of AD/CVD cases, easing workload demands and creating a potential pipeline for future full-time analysts.

 

Position Overview: 

 

Research Analyst/Evaluators at Level I and Level II support AD/CVD case and policy analysts by conducting research, analysis, and data evaluation to assist with trade investigations and administrative reviews under U.S. trade laws. These roles provide essential analytical and administrative support through attendance at hearings and briefings, preparation of recommendations, and response to stakeholder inquiries. Level I requires a bachelor’s degree, while Level II requires a master’s or equivalent advanced degree. No prior experience is required.

Background

The Enforcement and Compliance (E&C) unit within the International Trade Administration (ITA) at the Department of Commerce plays a critical role in promoting fair trade and supporting U.S. commercial competitiveness. E&C enforces U.S. Trade Remedy Laws to counteract the harmful effects of unfair foreign trade practices. Through antidumping (AD) and countervailing duty (CVD) cases, E&C helps ensure U.S. firms and workers can compete on a level playing field both domestically and globally.

Responsibilities

  1. Perform research and analysis to assist AD/CVD case and policy analysts in conducting investigations and administrative reviews.

  2. Analyze and evaluate quantitative and qualitative data relevant to trade enforcement cases.

  3. Attend meetings, briefings, and AD/CVD hearings to support case work.

  4. Assist in preparing recommendations and reports for the disposition of investigative assignments.

  5. Respond to inquiries from internal and external customers, stakeholders, and the public.

  6. Collaborate professionally within team environments to support case and policy analysts.

  7. Utilize knowledge of foreign business practices and U.S. trade laws (preferred but not mandatory).

Qualifications

Prior work experience is not required for this position. Candidates with relevant educational backgrounds and the ability to learn and contribute effectively are encouraged to apply.

Education

Bachelor’s degree in Business Administration, International Business, International Relations, International Affairs, International Development, International Political Economy, Law, or Economics.

Work Location Requirements:

While this position is 100% remote, candidates must reside in the Washington, D.C., Maryland, or Northern Virginia (DMV) area and be available to report onsite at the Department of Commerce when given appropriate notice.

 

Special consideration may be granted on a case-by-case basis to candidates who are uniquely and highly qualified but reside outside the DMV area.

 

Please note: Free or subsidized parking is not available to contractors under any circumstances. Candidates are responsible for their own transportation and any associated costs when reporting onsite.

 

Work Hours:

 

Work under this task order will be conducted Monday through Friday during normal business hours, excluding Federal holidays and periods when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed closures.

 

Overtime is not anticipated but may be required based on the needs of the Enforcement & Compliance (E&C) unit. All overtime must be pre-approved in writing by the Contracting Officer and will only be authorized for specific situations where statutory deadlines cannot be met through regular work hours.
